Rach Chiec Oct 2026: Sun Group to Get Land for $6B Project
Sun Group is set to receive land in October 2026 for its $6B Rach Chiec sports complex. See the timeline, new infrastructure, and impact on Saigon property.
October 2026 is the deadline Ho Chi Minh City’s People’s Committee has set for finishing land handover on the Rach Chiec National Sports Complex, a project worth more than VND 145,000 billion (roughly US$6 billion) developed by Sun Group. It is a milestone that closes out more than three decades in which this nearly 187-hectare plot at the city’s eastern gateway sat largely undeveloped, and it is also a sign that a new growth axis around Rach Chiec, An Phu and Thao Dien is taking clearer shape. Having advised buyers on premium homes in this corridor for years, I believe this is the moment for clients to track the actual legal and infrastructure milestones rather than chase land-price rumors – much as the broader legal shake-up we covered in Resolution 04/2026 for Thu Thiem and District 1 luxury real estate is reshaping how buyers should read legal timelines across the eastern corridor.
The October 2026 Deadline: Sun Group Nears Site Handover as the Timeline Shrinks from 8 Years to About 5
Under Decision 269/QD-UBND dated January 13, 2026, Mat Troi Vung Tau Co., Ltd., a Sun Group member, was named investor of the project through a BT (build-transfer) contract, covering more than 186.78 hectares with total investment above VND 145,000 billion. Its centerpiece is a roughly 24-hectare central stadium seating 70,000, estimated at VND 35,000 billion, featuring a retractable roof and zoned soundproofing and air conditioning. The complex also includes a multipurpose indoor arena of about 10 hectares with 18,000 seats, a multipurpose sports center, an aquatics center, a tennis center, a training center, and a conference facility for about 10,000 people with an adjoining hotel. Ground was broken in mid-January 2026 (Mekong ASEAN).

The original schedule called for about 8 years from the signing of the BT contract, but the city and Sun Group are now pushing to compress that to roughly 5 years by accelerating site clearance and running construction stages in parallel. As of mid-June 2026, Binh Trung ward had issued land-recovery notices to 907 households, with survey and measurement work nearly complete at close to 99.9% (Znews). Earlier, the city issued a detailed 20-step compensation, support and resettlement plan requiring that the entire site be handed over to the investor within October 2026, with 6 of 20 steps completed as of early June 2026, and legal enforcement measures available for households that do not cooperate (Bao Dau Tu, Tuoi Tre). Notably, the same city decision also requires site handover for the nearby Binh Quoi – Thanh Da urban project (also proposed by Sun Group) within the same window, a sign that the group’s HCMC mega-projects are all being pushed forward at once. If this holds, Rach Chiec should move into full-scale, synchronized construction as early as the fourth quarter of 2026.

Connectivity: Metro Line 1 Already Running, the Long Thanh Expressway Widening, a Light Rail Line Awaiting Groundbreaking
The area’s biggest advantage is infrastructure connectivity that is being built out in layers. Metro Line 1 (Ben Thanh – Suoi Tien) has been in commercial operation since December 2024, with Rach Chiec station sitting between An Phu and Phuoc Long stations, complete with parking beneath the elevated platform and a pedestrian bridge linking to Vo Nguyen Giap Street and Ha Noi Highway – a rare advantage that lets future residents reach the urban rail network directly, with no need to transfer.
At the same time, the Ho Chi Minh City – Long Thanh – Dau Giay Expressway is being widened from 4 to 8-10 lanes along a roughly 21-kilometer stretch (from Ring Road 2 to the Bien Hoa – Vung Tau interchange), at an investment of about VND 15,720 billion funded by VEC, with basic completion targeted for 2026 under an emergency-construction mechanism (VietnamFinance). Further out, a nearly 42-kilometer railway between Thu Thiem and Long Thanh (about 12 kilometers of it within Ho Chi Minh City), with a preliminary investment of over VND 84,750 billion, is being advanced toward a planned Q4 2026 groundbreaking once contractor selection is finished, a project meant to sharply cut travel time from the eastern districts to Long Thanh International Airport (SGGP). This layering of three separate infrastructure projects is why investors increasingly describe Rach Chiec – An Phu as one of eastern Saigon’s infrastructure hotspots for 2026-2030.
What It Means for Eastern Saigon Real Estate: Rach Chiec, An Phu and Thao Dien
At its core, the Rach Chiec sports complex is not just a single stadium project but a hub expected to draw a chain of conference, hotel and entertainment facilities right next to the existing residential communities of An Phu, Thao Dien and Phuoc Long. For the luxury apartments, townhouses and villas I advise clients on in this corridor and in nearby Thu Thiem, three things are worth tracking closely: whether the October 2026 handover deadline actually holds, how quickly the transport projects above move forward, and the detailed zoning for the commercial and service plots around the sports complex once it is published.
Ho Chi Minh City’s shifting center of gravity, following Thu Thiem’s emergence as the city’s new administrative core, has also led some market commentary to describe southern Rach Chiec – only about 5 to 7 minutes from Thu Thiem – as a new growth pole for the eastern corridor (CafeF). That said, these remain forward-looking views rather than confirmed data; independent research houses such as CBRE or Savills have not yet published official quarterly pricing or transaction figures for the area as of this writing, even as nearby Thu Thiem apartment prices have already doubled in some recent resale listings. Buyers should treat the infrastructure and legal milestones above as a basis for medium- to long-term monitoring, not as grounds for a decision based on unverified price-growth forecasts.
On the luxury end of the market, projects in Thu Thiem, District 1 and along the Thao Dien – An Phu corridor remain options with transparent legal status and established developers (Masterise Homes, SonKim Land, Gamuda Land, Sun Group, among others) worth weighing alongside Rach Chiec, especially as improving connectivity keeps shrinking the distance between these areas.
Overall, October 2026 is a milestone worth watching, not an endpoint. A handover that holds to schedule is simply the condition for the project to move into large-scale construction; the real effect on local property prices will still take time to show up in actual transactions.
